Sounds more like the Indian government wanted an apology for Facebook removing a state propaganda video, and added the other apology requirement for PR.
Earlier on Wednesday, Meta representatives also met IT secretary S Krishnan, who gave them three days to apologise for removing PM Narendra Modi’s video on exam reforms for five hours and for hosting sex abuse content on its platforms.

Oh, they don’t - that’s why they don’t talk about CSAM prevention until they have no other choice. Authoritarianism uses “it’s for the children” to justify their motives, but when something authoritarian can’t be excused (like forcing Facebook to promote their propaganda), then they attach something like this as an excuse.
i.e. they don’t care, they just know normal people do.
