That’s how RetroAchievements works. An achievement is generally “Missable” if you can render it permanently unachievable without restarting your save file from scratch.
It’s pretty common to have achievements for things like weird glitches, rare scenes, or winning one-time encounters in a special way.

This is even considered intended behaviour, so it’s a vital part of an any% glitchless speedrun.
And if you have fond memories of gen 1 then watch some speedruns with commentary, the level of shenanigans you can pull in these games are very impressive.
