In Android’s development settings you can select an app to spoof the location, but I don’t know what apps for this purpose exist.

At least on Ubuntu, /boot also has the initrd and kernel (vmlinuz). Maybe your distribution has them in /, but if not, you probably need to reinstall the kernel package in the chroot.

I can barely get 3G

That’s astonishing, because I read that 3G was shut down 4 years ago in the US.
