There are plenty of PC manufacturers with plenty of market share and they could absolutely build a similar PC for a similar price.
They wouldn’t ban the app if it didn’t contain the banned content. They would just change the app and remove the bit that got banned.
Support started with 3.8 release. It might say steam deck in the file name, but as long as the version is 3.8.xx then it should be good.
