          That is pretty much how it worked in most European countries at the time. During or in the late middle ages, slavery was outlawed in a lot of European countries. But none of that legislation applied to the colonies during the early modern period.

          So a lot of European countries had to abolish slavery twice (or more).

    If I remember right sweden lost a tiny colony because the guy who ran it just sold it without being authorized to do so and ran off with the money.
